The dll resolved my refresh problem with forms as well... Finally, I just deleted the "SQL Developer" and "sqldeveloper" directories both. That being said, we should make the tool smarter about what to do if it the location changes. You can read more about SQL Developer's memory at (that) Jeff Smith's blog. THx.
